Tightened handcuffs cause injury

On Sunday, December 29, 2002, Ms. Amy Bailey was being held as an inmate of the Montgomery County Jail in cell East-2-5. Corrections Officer Penelope Vo allegedly handcuffed Ms. Bailey and purposefully tightened the left cuff causing injury to her wrist.
