On Friday, November 7, 2003, at approximately 0320 hours, Deputy Herbert Thornton initiated a traffic stop on Needmore Road at Frederick Pike in the City of Dayton. The driver of the vehicle, Ms. Mary E. Miller, alleges Deputy Thornton was rude and discourteous toward her during the traffic stop.
